Overview

Euro 2028 is staged across the United Kingdom and the Republic of Ireland, with nine stadiums in eight cities. Wembley hosts the final, as it did in 2021.

The format is unchanged from Euro 2020 and 2024: 24 teams, six groups of four, with the top two in each group plus the four best third-placed sides going through to a Round of 16.

The path to Euro 2028: how teams qualify

QualifyingThe host nations are not exempt from qualifying: England, Scotland, Wales, Northern Ireland and Ireland all enter the qualifiers. Two places are held back for the two best-ranked hosts that fail to qualify, if needed.
Group phaseQualifying groups are played through 2027, followed by play-offs in March 2028 for the last places, with Nations League performance feeding the play-off route.
